Parking privacy notice

This privacy notice applies to the council's parking services, covering enforcement, permits, correspondence, payments and blue badge applications. It explains what personal data (information) we hold about you and how we use it.

What this notice is about 

Our parking team manages parking and traffic in Islington to keep the borough moving safely and and reduce congestion and air pollution. We have a duty to manage the roads. We provide parking  for residents and visitors and enforce rules to ensure fair and safe use of the roads. 

This notice explains how we process and store personal information about you so that we can: 

  • issue parking permits  
  • issue Penalty Charge Notices (PCNs) for parking and moving traffic offences 
  • issue Blue Badges 
  • process PCNs and appeals.

What information we collect, hold and use 

We may collect: 

  • Vehicle Registration Mark (VRM) and vehicle details 
  • your name, address, contact details and date of birth (if needed) 
  • financial information, such as credit or debit card payment details 
  • any correspondence that you send to us and records of calls you make to us 
  • photographs, video and CCTV images 
  • health information you provide in relation to complaints and appeals, or Blue Badge applications.

Where we get your information from 

We get information from: 

  • observation of your vehicle by our Civil Enforcement Officers (CEOs) if parked in contravention   
  • CCTV footage if you are driving in contravention  
  • you directly, for example if you make an appeal 
  • the Driver and Vehicle Licensing Agency (DVLA) 
  • any organisation or person you hired a vehicle from
  • healthcare professionals to support Blue Badge applications.

How we use this information

We will use your information to: 

  • issue PCNs 
  • enforce payment of unpaid tickets 
  • respond to any correspondence from you or appeals that you make against a ticket 
  • issue parking permits and Blue Badges 
  • to investigate any misuse or potential fraud. 

Our legal reasons for processing (using) your data 

Under UK General Data Protection Regulations (UK GDPR), the Data Protection Act 2018 (DPA 2018) and the Data Use and Access Act 2025 (DUAA 2025) we use your data because: 

  • it’s our legal obligation (the law says we must) 
  • to fulfill a contract you have requested to enter into, for example parking permits or parking dispensations 
  • we are doing something in the public interest or as part of our official duties.

If you apply for a Blue Badge, we may need to collect and use information about your health or disability. This is considered ‘special category data’ under the UK General Data Protection Regulation (UK GDPR), which means it requires additional protection. 

We will only use this information where it is necessary and lawful to do so. The legal bases we rely on are: 

  • Article 9(2)(g) UK GDPR – processing is necessary for reasons of substantial public interest. This is supported by the Data Protection Act 2018, Schedule 1, Part 2, which allows processing for statutory and government purposes, including the assessment of eligibility for parking concessions for disabled persons. 
  • in some cases, we may also rely on Article 9(2)(a) UK GDPR – where you have given your explicit consent. For example, if you choose to provide medical evidence to support your application, we will ask for your consent to use that information. 
  • You can withdraw your consent at any time by contacting us, although this may affect our ability to assess your application. 

Other laws that apply to our services 

The other laws that apply are:

  • Traffic Management Act 2004 
  • The Civil Enforcement of Parking Contraventions (England) Representation and Appeals Regulations 2007 
  • London Local Authorities and Transport for London Act 2003 and 2008 
  • Road Traffic Regulations Act 1984 
  • Traffic Signs Regulations and General Directions 2016 
  • Chronically Sick and Disabled Persons Act 1970 Disabled Persons’ Parking Badges Act 2013. 

Who we share your information with 

We share information with: 

  • other departments in the council 
  • the DVLA  
  • Police or other law enforcement agencies 
  • legal representatives and judicial agencies, such as courts and tribunals, for example London Tribunals 
  • our contractors, including enforcement agents (bailiffs), debt recovery companies appointed by the council, payment processing services, and cashless parking providers 
  • Government departments, (such as the Cabinet Office’s National Fraud Initiative) and other local authorities 
  • third-party vehicle owners, such as vehicle hire companies.

How we store your data 

We keep your information safe in our secure case management system. Only staff who need it can see it.
