Islington Council invites suitable expressions of interest from suppliers for the above.
The requirement
Islington Council is seeking to appoint a single, qualified and experienced provider to deliver an Extra Care service, 24 hours a day, 7 days a week, 365 days a year. The service will be based at Lindsay Apartments, a new building under construction in Holloway Park by Peabody Housing Association (Peabody). Lindsay Apartments will be comprised of 60 one-bedroom flats over six floors, as well as communal areas on the ground floor, with therapy rooms, staff spaces and a garden.
The service will provide 24‑hour onsite care and support to adults aged 18 and over with Care Act eligible needs, responding to planned and unplanned care needs. The provider will also be responsible for a ‘community connections offer’, as detailed in the Service Specification. The care provider will work in close partnership with the housing provider, Peabody, as well as the Council and other partners – including health and social care stakeholders and the voluntary and community services – to support residents to live independently and achieve good levels of wellbeing.
The service will contribute to the Council’s strategic priorities for Extra Care, providing strengths-based and person-centred care at good value for money, supporting residents to remain close to their support networks and in Islington, and driving social value for the borough.
Lots
This services contract is not being divided in to lots. This is a service which will be delivered by one provider onsite.The contract is not geographically split and will not be divided between multiple providers.

Contract period
The contract is estimated to start in August 2027, following which there will be a three month period before the Property Handover Date (when occupation is due to commence). This period will be Mobilisation Phase 1. The anticipated Property Handover Date for Lindsay Apartments is November 2027. Mobilisation Phase 2 is the period from the Property Handover Date to the first anniversary of the Property Handover Date.
The initial term of the contract includes the 3-month period (Mobilisation Phase 1) before the property is handed over, and 48 months after the Property Handover Date. There will be an option for one or more extension periods up to a maximum of 48 months. The maximum contract length is 99 months including Mobilisation Phase 1.
The contract start date is indicative and will depend on the completion date of Lindsay Apartments. Please see the Draft Terms and Conditions for further details.
Value of the contract
The estimated annual value of the contract is £1,674,681.84, once the building is occupied.
Award criteria
The contract will be awarded to the Most Advantageous Tender(s) (MAT) in accordance with the Procurement Act 2023.
Tenders for this contract will be assessed against the following award criteria:
Cost/price: 40%, made up of:
- 25% – block hourly cost
- 5% – additional hourly cost
- 8% – direct/indirect cost
- 2% – phase 1 mobilisation
Quality: 60%, made up of:
- 10% - proposed approach to service design, implementation and mobilisation
- 5% - proposed approach to care
- 5% - proposed approach to working with residents, families and carers
- 5% - proposed approach to quality assurance and continuous improvement
- 5% - proposed approach to safeguarding and minimising risk (case study)
- 5% - proposed approach to safeguarding and minimising risk
- 5% - proposed approach working with stakeholders
- 20% - proposed approach to social value

Procurement process
The contract will be procured using a light touch multi-stage procedure. The first stage will involve selecting a shortlist of the highest-scoring organisations through a Procurement Specific questionnaire (PSQ). The second stage will be an evaluation of tenders submitted by bidders who are selected at the PSQ stage.
