We are considering establishing a new multiple-provider flexible framework that will be used to procure a range of providers for the Supported Housing and Floating Support Framework.
A 'framework agreement' is a contractual agreement between Islington Council, as the contracting authority, and one or more suppliers that provides for the future award of contracts. The purpose is to establish the quality requirements, pricing and terms and conditions of providing the specified services during a given period of time. The council can then ‘call-off’ contracts for services via the framework from the successful providers. The quantity and configuration of services purchased through the framework is defined by the council, in response to local demand, and can change during the period of the framework.
The procurement of these contracts would be conducted in accordance with the Procurement Act 2023. The procurement would be subject to the ‘light-touch regime’ under Section 9 of the Act.
If established, the new framework would enable us to be highly responsive and award call-off contracts for services / units as and when suitable accommodation and/or funding opportunities arise.
We are exploring using the flexibility allowed under the ‘light-touch regime’ to design a process that will ensure a robust assessment of providers prior to being appointed to the framework and prior to being awarded a call-off contract.
