Adoption Counselling Services for Adopt London North

Islington Council is interested in hearing from organisations with a proven track record of providing confidential advice, support and therapeutic counselling to adults affected by adoption.

This includes adopted adults, birth parents and close birth relatives, and prospective and current adopters.

This is a market test.  It is not a formal invitation to tender.

Minimum requirements and scope

The service needs to be responsive to demand, with a telephone contact line for service users to self-refer and to seek in-the-moment support and advice; to offer at least 300 flexible therapeutic sessions over the year; to facilitate support groups for service users (at least one monthly support group for birth parents – but for scope to increase this if there is the demand) and to be able to offer flexibility to the commissioning agency to increase or decrease the level of service each year. The provider must have proven knowledge and involvement in the area of adoption support services.

Estimated contract value

£65,000 - £70,000 annually; potentially a 5 – 7 year contract.

Estimated contract mobilisation and start date(s)

1 April 2026

Response and deadline

Providers must clearly detail their capacity and current provision; and what efforts are being made to meet the full list of requirements.  Invitations to tender will only be extended to those who can credibly demonstrate their realistic ability to meet these.

Please read the specification of requirements and answer the questions in the Market Test questionnaire.

Deadline to submit the questionnaire via the London Tenders Portal is midday on Friday 20 June 2025.

This questionnaire will not be scored; it is only for information/market testing purposes.
