This statement applies to content published on the Organimi organisational chart.
This website is run by Organimi on behalf of Islington Council. We want as many people as possible to be able to use this site. You should be able to:
- Change colours, contrast levels and fonts using browser or device settings
- Listen to most of the website using a screen reader
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible this website is
We know some parts of this website are not fully accessible:
- Keyboard accessible: The website is not fully keyboard accessible. In particular, the dialogs which provide more details about each individual, the buttons to hide and reveal reports and the previous and next buttons on the directory table cannot be opened using the keyboard alone. Mouse emulators will be needed to access certain parts of the site for keyboard only users. Users who cannot see the screen may require sighted assistance.
- Accessible names: Not all links or buttons have accessible names. Screen reader users may require sighted assistance.
- Small screen: On a small screen much of the content and functionality of the site is lost. Users are advised to view the site on desktop if possible.
- Colour contrast: The text colour contrast is not always sufficient. The boundaries of form controls and dialogs will also be difficult for partially sighted users to determine. The icons used do not have good colour contrast. In addition the keyboard focus indicator is not always clear. Partially sighted users should consider using high contrast modes and keyboard focus indicator created by assistive technology.
- 200% zoom: There is a loss of content on the dialogs which tell the user more details about each individual on 200% zoom. Partially sighted users using browser zoom should consider using screen magnification software instead.
- Colour alone: The state of some of the controls (selected or not selected) is indicated by colour alone, which can be challenging for both partially sighted and colour blind users.
- Group by and sort by radio buttons: The group by and sort by radio buttons the directory table are difficult to use for partially sighted users, screen reader users and keyboard only users. It may be easier to avoid using these options.
- Search results appear as user types: As the user is editing the search inputs the search results appears. There is not ‘search button’. This is confusing for screen reader users and partially sighted users who may not realise that the search results have appeared. After a search term has been entered users are advised to navigate below the search input to see the search results.
- In page navigation: Content which appears as headings to sighted users is not always marked up as headings to screen reader users. Landmarks have not been used. Screen reader users may find navigating the page difficult and are advised to listen through the whole page.
- Alternate text: There are not many images used on the site. However those images that are present do not always have appropriate text alternatives. Screen reader users are advised that the numbers of direct reports and the total number of reports that each individual has appear underneath each person. The smaller number is the number of direct reports and the larger number is the total number of reports. There is an Islington Council logo on the page without a text alternative.
- Keyboard focus: The sidebar navigation links on full screen receive the keyboard focus twice.
- Organisational chart: The reading order used by screen reading software makes it difficult to determine who is the manager of whom on the organisational chart. There is not sufficient explanation of the structure of the organisational chart for screen reader users to comprehend it. Screen reader users may need sighted assistance.
- Menu state: It will not be clear to screen reader users who cannot see the screen whether or not menus are opened. Menus will open when the top control is activated.
- Sort order: The site uses sortable tables. It is not possible for screen reader users to determine the sort order.
- Advanced search: The text inputs on the advanced search do not have accessible names. Screen reader users are advised to use the basic search only.
- Filter and search success messages: Messages that indicate that filters have been applied and search results have appeared are not immediately announced to screen reading software. After entering a search term or applying a filter, screen reader users are advised to navigate down the page in search of the new search results.
- Page title: All pages have the same page title. It can be difficult for screen reader users to determine the purpose of the page from the page title alone.
- Control size: Some of the controls are small and therefore difficult to operate for users with dexterity difficulties. Where the controls are in the tab index, it is recommended that users try and access the controls using the keyboard. Otherwise users should consider using the browser zoom to make the controls larger.

Organimi (Internal chart); Organimi (Internal directory); |
There is no text alternative. The image is hidden from screen reading software using an aria-hidden attribute. |
Screen reader users will not be aware of the existence of the image. The number of direct reports and the total number of reports is read out loud as a number without and context, making the numbers which appear next to the images meaningless to screen reader users. |

Organimi (Internal chart); Organimi (Internal directory); |
Screen reading software announces the presence of the image. The image only has a decorative function. |
When listening to a web page, screen reader users have to listen to a large amount of auditory content. Listening to images that add little to the users understanding of the page is distracting. Minimising the amount screen reader users have to listen to is helpful. |

The placeholder image on the internal chart, and the persons initials on the external chart are capable of receiving the keyboard focus. When they receive the keyboard focus there is no keyboard focus indicator. |
Keyboard only and some alternative input device users who cannot use a mouse need to be able to use the tab key to navigate through the page. Where the keyboard focus is not present, it is disorientating or keyboard only users. Because the placeholder image has no accessible name, when the placeholder image receives the keyboard focus, screen reading software announces there is an image with a missing description. On the external chart, when the persons initials receive the keyboard focus, the initials are read out loud, but without context this is not meaningful information. Screen reader users are unlikely to realise it is the persons initials that are being read oud loud. |

Voice recognition software users expect to be able to navigate to interactive controls by saying "click 'control name' (e.g., "click submit"). If the visible text differs from the accessible name voice recognition software may not activate the control. However, there are other ways by which a voice recognition software user without use of their limbs can activate the control. |

Organimi (External chart); Organimi (Internal chart); Organimi (External directory); Organimi (Internal directory); |
The tooltip which appears when either the left hand navigation controls on the main buttons have the keyboard focus is not dismissible without moving the keyboard focus and obscures other content. |
There is no affect on users but this is required for WCAG compliance. |

|
Group by and sort by radio buttons |
Organimi (External directory); Organimi (Internal directory); |
When any one of the group by or sort by radio buttons receives the keyboard focus the group by and sort by action is automatically applied. Once either the sort by or group by action is applied, the menu containing the radio buttons closes. |
The change is disorientating for screen reader users who cannot see the screen and partially sighted users because they are not expecting a change as soon as the radio buttons receives the keyboard focus. Because the menu closes as soon as a button receives the keyboard focus, it is very laborious for keyboard only users (including screen reader users) to select a radio button. To select an option from further down the list using the keyboard, the user has to reopen the sort by or group by menu to progress to the next item. |

Organisational chart |
Organimi (External chart); Organimi (Internal chart); |
When screen reader users progress through the page using the virtual focus (down arrow), the chart reads left to right, not top to bottom left to right. |
The natural way of reading the chart is to read the highest individual first and then read all of their direct reports. Screen reading software however is reading left to right, not top to button left to right. This means that direct reports to the left of the manager are read before the manager and direct reports to the right of the manager on the chart are read after the manager. It is therefore difficult to tell who is the manager and who is the direct report. |

On mouse hover, the tooltip appears, which obscures other content. |
Some users with dexterity difficulties cannot move the mouse at all. If the mouse pointer is resting over the triggering control, users may never be able to see the content behind the tooltip. Other users with difficulty moving the pointer may accidentally trigger the tooltip, which will be frustrating if they are trying to interact with the content that is being obscured. |

|
Organisational chart |
Organimi (External chart); Organimi (Internal chart); |
The organisational chart is capable of receiving the keyboard focus (a black border appears around the edge of the organisational chart when it has the keyboard focus). When the organisational chart receives the keyboard focus, screen reading software announces "Safeguarding and quality assurance". No role is announced for the chart. |
When a component receives the keyboard focus, if it has been marked up correctly, a role is announced. For example if a link receives the keyboard focus, the word link is announced. Announcing the role means that users know what the function of that component is. Without a role, screen reader users will not understand how to interact with the component. In this case screen reader users will not realise they have reached the organisational chart. |

Side toolbar (View as chart, view as directory, view as photoboard) |
Organimi (External chart); Organimi (Internal chart); Organimi (External directory); Organimi (Internal directory); |
The list items in the side toolbar list, appears as a list to sighted users but are not marked up programmatically as a list <ul>/<ol><li>. |
The presence of a list and the number of list items is announced by screen reading software. This information helps screen reader users who cannot see the screen understand the structure of the page. By not marking up the list programmatically as a list, text content is read as a continuous stream of text by screen reading software and as such the structure of the page is more difficult to understand for users who cannot see the screen. |

Details dialog table |
Organimi (External chart); Organimi (Internal chart); Organimi (External directory); Organimi (Internal directory); |
The content is not marked up programmatically as a table (<table>, role="table", role="grid") or a descriptions list <dl><dt>. |
Screen reader users who cannot see the screen will not be aware that the table is a table. Understanding tabular content for users who cannot see the screen is difficult. Screen reading software has specific navigation tools that allow screen reader users to more effectively navigate around the table. Without these navigation features the table is difficult to understand. A correctly marked up table will also announce header cells (cells which describe content, typically the top row and first column) as the user navigates between data cells (the raw data), making the content easier to understand. Without having header cells announced at the same time as data cells, the information in the table is difficult to understand. |

Name and job description on chart |
Organimi (External chart); Organimi (Internal chart); |
The content appears visually different to the rest of the page because it is bolded. The information conveyed through the styling is not expressed programmatically by the use of semantic tags and is not expressed in the body text. |
Screen reader users who cannot see the screen will not be aware of the information that the styling of the text is attempting to convey. However this information is not crucial to the user experience. Some semantic tags are not announced by screen reading software even when correctly marked up. Other semantic tags are only announced by screen reading software if the user changes the settings on their screen reading software. |

Main buttons MUI |
Organimi (External chart); Organimi (Internal chart); Organimi (External directory); Organimi (Internal directory); |
The button does not have an accessible name. |
NVDA screen reading software does not announce a button name. NVDA screen reading software simply states 'Button' without describing the function of the button. JAWS screen reading software generally does describe the name of the button from the tooltip. |
|
|
Sidebar links |
Organimi (External chart); Organimi (Internal chart); Organimi (External directory); Organimi (Internal directory); |
The control consists of a link inside a button <a><button></button></a>. The button does not have an accessible name. Each control receives the keyboard focus twice. NVDA screen reading software announces the links <a> intelligibly. However the button are announced with a long string of characters before announcing a button name. JAWS screen reading software describes the buttons as 'unlabelled 0 button'. |
Having both buttons and links nested inside one another with confusing names makes the purpose of the control difficult to determine for screen reader users who cannot see the screen. |

Close advanced search (X) |
Organimi (External chart); Organimi (Internal chart); |
When activated the button disappears. The keyboard focus is not sent to a location. When the user activates the tab button the after closing the 'Close advanced search (X)' button the keyboard focus is sent to the chart. If screen reader users press the down arrow to read out loud the page contents after the advanced search button has been activated the virtual focus (what screen reading software is reading) is sent to the beginning of the page. |
It is not logical to send the keyboard focus to the chart or the screen reader virtual focus to the beginning of the page after closing the advanced search button. Screen reader users who cannot see the screen will be disorientated. |
|

|
|
Search results table headers (Name, title, Match) |
Organimi (External chart); Organimi (Internal chart); |
The headers are marked up as buttons (role="button"). This is presumably to facilitate a change in the sort order. |
Activating the header buttons does not change the sort order. The sort order does not change on mouse click either. Screen reader users may attempt to change the sort order only to find the sort order does not change. |
|
|
Group by and sort by radio buttons |
Organimi (External directory); Organimi (Internal directory); |
When navigating the radio group using the arrow keys with screen reading software turned on, when the user reaches the last radio button, if the user presses the down arrow, the virtual focus starts to read the next element after the last radio button. |
Screen reader users expect that when the user reaches the last control in the radio group and presses the down arrow, the keyboard focus is moved to the first control. At present, with screen reading software turned on, when the user reaches the last control in the radio group using the arrow keys, if the user presses the down arrow, screen reading software starts to read the next element after the current radio button group. This makes it difficult for screen reader users who cannot see the screen to identify what elements are in the radio button group. |

On a window size 1366px width by 768px height on 200% browser zoom, some text is missing from the dialog. Users are not able to scroll to see the missing text. |
Partially sighted users often increase the browser zoom in order to see more clearly what is on the page. Using the browser zoom is usually more efficient than using screen magnification software, as it is easy to miss important content when using screen magnification software. Because there is loss of text, partially sighted users may miss this content or have to reduce the browser zoom which may make the website difficult or impossible to read. |

For this tab panel, it is important that keyboard only users realise the tab list is a tab list, because users cannot use the tab key to navigate between tabs. In order for keyboard only users to realise that they have to use the arrow keys to navigate between the tabs, they need some kind of graphic or instruction to indicate the presence of the tab list. |

Page title <title> |
Organimi (External chart); Organimi (Internal chart); Organimi (External directory); Organimi (Internal directory); |
The page title <title> is 'Organimi'. Organimi is not a company that most users will be familiar with. The page title for all pages is the same. |
When screen reader users are navigating between windows and tabs, the page title is announced. The page title is important because it describes the function of the page to users who cannot see the screen. Sighted users can quickly look at a page to determine the purpose of a page. Without a clear page title screen reader users have to listen to the page being read aloud in order to determine the purpose of the page, which is laborious. |

The affected pages are not accessed through a process (e.g. a search or a step in a form). There is only one way of navigating to the pages. |
Users with learning difficulties and screen reader users who cannot see the screen can often find page navigation difficult. Having only one way of navigating to certain pages increases the risk that the aforementioned user groups may fail to locate the affected pages. Adding multiple ways of navigating to pages that are not part of a process aids in page navigation. |
