Planning Obligations (Section 106) Supplementary Planning Document

Updated Planning Obligations Supplementary Planning Document (SPD) expected April 2025

Following review and public consultation, a new draft Planning Obligations SPD has been prepared to comply with the Islington Local Plan 2023. Pending adoption, expected by the end of April 2025, all planning applications validated from 30 April onwards will be subject to the updated SPD.

Planning obligations are normally agreed between the council, land owners and developers in a legal agreement called a Section 106 (S106) agreement.

These make acceptable a development that would otherwise be unacceptable in planning terms.

Planning obligations ensure that development is sustainable and accessible within the constraints of such a diverse and densely-developed borough.
