Guidance and Information to apply for a Free Resident’s Parking Permit

The Free Residents Permit has been created as a substitute to the Blue Badge that enables a vehicle to park in a Residents Parking Bay within the Controlled Parking Zone (CPZ) that you reside.

This permit allows you to park without the need to display your blue badge, removing the risk of the Blue Badge being stolen.

  • A Blue Badge holder can only have one parking permit.
  • If you currently hold a resident parking permit that you have paid for, we will cancel it when we issue your free resident permit.
  • To apply for a free resident parking permit you will need to provide evidence that you are an Islington resident and that the vehicle you want to use is registered at the same address. If the vehicle is not registered to your address, you will not be entitled to the permit. This vehicle must be considered to be your main mode of transport.

First time applications

You must fully complete an application form, provide proof of residency and the vehicle documentation listed under the ‘accepted documentation’ section. If your Blue Badge was not issued by the London Borough of Islington, you will also need to provide a copy of your Blue Badge.

Renewal applications

If your home address and vehicle details have not changed since you last applied for a permit, you will not need to provide any documentation besides the completed application form.

Change of vehicle

If you change your vehicle, even for a short time (for example while your vehicle is being repaired) our permit record will require updating to reflect this change. You will be required to ensure the previous vehicle is no longer parked on the public highway or has an alternative exemption to park. A completed application will need to be provided along with the vehicle documentation listed under the ‘accepted documentation’ section.

Change of address - within Islington

If you move address within Islington you will need to notify the Blue Badge Team and provide proof of residency for the new address as listed under the ‘accepted documentation’ section. If your parking zone has changed, your permit will not allow you to park until it is updated. You can contact the Blue Badge team by email at blue.badge@islington.co.uk or by phone on 020 7527 6108.

Change of address - moving out of Islington

If you move out of the borough or no longer have a car, you must tell the Blue Badge team immediately so we can update our records and any required information can be transferred to the local authority responsible for your area. You can contact the Blue Badge team by email at blue.badge@islington.co.uk or by phone on 020 7527 6108

Accepted Documentation

Proof of residence

You will need to provide two of the following documents showing your Islington address:

  • a utility bill less than six months old (gas, electricity, water, landline phone)
  • current council tax bill
  • valid driving licence
  • tenancy agreement
  • vehicle documentation

You will need to provide one of the following:

  • registration document (V5)
  • insurance schedule
  • lease / rental agreement

The documents you provide must clearly show the vehicle details, the Blue Badge holder’s address and lease/rental period where applicable.

When your free resident parking permit is confirmed

  • The free resident parking permit is a virtual permit so you do not need to display a physical permit. Enforcement officers check vehicles by the registration number to confirm there is a valid permit.
  • Failure to update your permit updated may result in you getting penalty charge notices (PCNs).
  • If you are granted a free resident permit, you must not leave the Blue Badge in the vehicle where your permit gives you an exemption. If your Blue Badge is stolen from a location where your permit gives an exemption, you may be refused a replacement Blue Badge.

If you require any further information you may call the Blue Badge Team on 020 7527 6108.
