TRAs normally have at least four general meetings in a year, open to all members in the catchment area to speak and vote. Dates and venues for TRA meetings vary according to the TRA committee members concerned.

For TRAs to be recognised by the council, they must:
have a constitution providing a democratic structure or adopt the standard model constitution
hold annual general meetings
have a membership open to all council tenants and leaseholders in their defined catchment area
