King Square

The King Square Estate development and regeneration scheme will see the development of 140 new, affordable, high quality homes, as well as improvements to the green spaces and shared facilities on the estate; public realm, and a new community centre.

This major infill scheme involves the development of unused car parking sites and surplus land from the former Moreland School to provide new homes for local residents. The majority 70 % will be affordable- mostly social rent. The remaining  30% will be private for sale to fund the whole development . A single storey block (no’s 3-11 Turnpike House)  and a row of garages are being demolished to make way for the new homes as part of the scheme

The building work will be done in two phases, from January 2016 to late summer 2019.

New homes

Six new blocks will be built delivering a total of 98 affordable homes (93 for social rent and 5 shared ownership) and 42 private residential for sale, to help finance the scheme.

  • Block B: terrace of 10 x 3-bedroom and 1 x 2-bed houses off Central St.
  • Block C: 12 flats above a new community centre and a 3-bed flat suitable for disabled residents
  • Block D1 : private block with 36 units for open market sale
  • Block D2 : mixed tenure with 6 private; 5 shared ownership & 18 social rent units
  • Block E: 25 independent living units for over ‘55s
  • Block F: 21 affordable units on the site of 9 existing bedsits to be demolished (numbers 3-11 Turnpike House) .

Better facilities for existing residents

As well as new homes we also plan to deliver the following improvements for the benefit of all estate residents :

  • A new community facility (Block C)
  • A refurbished community nursery at Rahere House (block A)
  • A secure community garden and  separate food growing area
  • Improvements to bin stores; cycle storage and storage facilities for existing estate blocks
  • Estate landscaping, community safety and public realm improvements

Timetable

The development project is split into two phases with overall completion in 2019.

Higgins Construction Ltd has been appointed as Design and Build (D&B) contractor  to carry out the works for Phase One  ( Blocks E and F).

The programme is dependent on the new Moreland School site completing in late 2016, at which point land will be released for the phase 2 development.

Latest consultation

A 'meet the contractor' event was held on 14 January and local residents had the chance to meet the contractor, see the latest designs and information setting out how the works will be carried out. Higgins will produce a regular newsletters for local residents with updates and key information for the duration of  the  works contract.

What's next?

Whilst  Phase one is on site, we will continue with the detailed construction design  for  Phase two. Higgins will submit their priced tender package towards the end of 2017 whilst Phase one is being built, so that the Phase two can start in spring of 2017, soon as the school is ready.

Background information and consultation

The Kings Square Estate (KSE) development and regeneration scheme arose out of the need to redevelop the Moreland Primary School site. The opportunity was seized to develop and improve some of the underutilised land and surplus car park areas on the estate, as well as to raise funding for the new school via land transfer for housing development by LBI.

The council led development is self funded through private residential sales (block D1 and part of D2).

Award wining Pollard Thomas Edwards Architects developed designs to Stage D/ E, in collaboration with HTA Architects Landscape design. Multidisciplinary Consultants Baily Garner are the acting Employers Agent and Quantity Surveyor. You can see the scheme designs granted Planning approval in April 2015 on the planning web-portal ( see planning application reference above).

There has been extensive residents’ consultation since 2013 to develop the planning proposals, offering estate residents and the TRA the opportunity to get involved and be consulted. The team conducted special focussed design workshops as well as two sets of public exhibitions for local residents in June and November 2014 giving local residents the opportunity to talk to the design team and feedback.

New Moreland Primary School

The new school designed and developed by the council’s Education Project Team is now being built by Morgan Sindall, on site since late 2014. The King Square and Moreland School projects are interlinked as the KSE programme for Phase 2 depends on the release of education land. The New Moreland School building is programmed to complete over summer 2016 ready for opening in September. The landscaping works and playgrounds will be completing in October/November 2016 aiming for hand over of the site by end of 2016.
