Temporary Event Licences

'Occasional licences for one-off events' were replaced under the Licensing Act 2003 with 'temporary event notices'.

Temporary event notices allow licensable activities to take place during a period of less than 96 hours. There can be no more than 499 people present at the event. The individual responsible for the event must apply to the council at least ten clear working days before it begins (see Applying for a Temporary Event Notice below).

However, we encourage applicants to allow as much time as possible between the application and the date of the proposed event. It is this notification that is known as the temporary event notice.


Applying For a Temporary Event Notice

The individual responsible for the event must apply for the TEN. The applicant must send two copies of the Temporary Event Notice to the Licensing Team and one copy to the Police Licensing Officer. The Police Licensing Officer must receive the application within 24 hours of the Licensing Team receiving the application. The Licensing Team must receive the TEN at least ten clear working days before the event takes place. Please note, this does not include the day of the event or the day we receive the application. Working days are Monday to Friday excluding UK bank holidays. Applications must be submitted with a fee of £21 per notice. Licensable activities will then normally be permitted, where:

• the individual is 18 years old or more
• there has been more than 24 hours between events requiring a TEN
• the event does not exceed 96 hours

On receipt of the TEN the Licensing Officer will validate their copy of the TEN and return it to the applicant. The signed copy must be kept on the premises while the event is taking place to be produced on request. Personal licence holders may make up to 50 applications per year for temporary event notices. Non-licence holders may make up to five applications per year.

No more than 12 notices and 15 dates per year (January to December) may be granted for a single premises. Forms can be downloaded using the links below.

The council prefers to receive electronic applications and offers a choice of fee payment options the details of which are contained in the application pack.

Payments can now be made by Debit or Credit cards by telephoning the Licensing team on 020 7527 3031.


Will Tacit Consent Apply?

Yes. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the target completion period


Failed Application Redress

Please contact your Local Authority in the first instance.

If a counter notice is given in relation to an objection notice the applicant may appeal against the decision. Appeals must be made to the local Magistrates' court within 21 days. An appeal may not be brought later than five working days from the day of the planned event.


Licence Holder Redress

Please contact the Licensing Team in the first instance.


Other Redress

If a licensing authority decides not to issue a counter notice in relation to an objection notice the chief police officer can appeal the decision. Appeals must be made to the local Magistrates' court within 21 days. An appeal may not be brought later than five working days from the day of the planned event.
