Between 2000 and 2006 all local authorities in England were required to carry out a statutory ‘Best Value Performance Indicator’ survey every three years. The survey measured residents satisfaction with council services and other issues of local concern. The results were published nationally and in a local Best value Performance Plan.
The BVPI survey was replaced with the Place Survey from 2008.
