Resident Permits

As a resident of Islington, you may purchase a residents’ parking permit or visitor vouchers, subject to eligibility, that allows you and/or your visitors to park in any residents’ parking bay within a controlled parking zone (CPZ).

Unfortunately, we cannot guarantee you a parking space in your CPZ. Resident permit holders can use parking places where the sign reads “Resident permit holders” or “Permit holders”, followed by the zone letter to which the permit applies.

When parking your vehicle, make sure you read the signs and they are clearly understood. The text on the sign will state whether the parking bay is for residents only or whether you can pay for a short stay at a pay and display machine. Please be especially careful to look beyond the zone letter (for example IS-J) as this only tells you which parking zone you are in and is not indicative of residents' parking.

Permit Costs

In a referendum in July 2007, Islington’s residents voted for parking permit prices to reflect the amount of carbon dioxide (CO2) that vehicles emit. For vehicles that were registered with the DVLA on or after 1 March 2001 the permit price is determined by the CO2 emissions shown on the vehicle’s registration document (V5). For vehicles registered on 28 February 2001 or before, the permit price is based on the engine size. Non-hybrid electric vehicles are entitled to a free resident parking permit. Please note: if your vehicle registration document (V5) does not have its CO2 emissions listed, the permit price will be determined by the engine size. Permits for foreign registered vehicles will be priced at the highest permit price, unless documents verifying the engine size or CO2 emissions can be provided.

Where the vehicle logbook (V5) shows a zero CO2 emission and it is not a fully electric vehicle, the permit charge will be based on engine size as the vehicle’s CO2 emissions are not known at the DVLA.

If your car was registered on or after 1 March 2001, you can check you vehicle’s CO2 emissions by visiting the DVLA website (see the link on the right). Alternatively, you can check the details with staff at Contact Islington.

New Parent Vouchers

All new parents living in Islington are entitled to 30 hours of free visitor vouchers to help friends and family park near their home. The vouchers are available to parents of new born children, and newly adopted babies. Information will be provided when the birth is registered, provided it is within three months of the birth. For newly adopted babies or for babies registered outside Islington please use the application form below. 

Motorcycle and Scooter Permits

Permits for motorcycles and scooters cost £35 per year or at the following rates for shorter duration:

  • One month - £4
  • Three months - £12
  • Six months - £21

Permit Refunds

If you have a parking permit you no longer require you can apply for a refund. Simply print off the form below, fill it in and post it to us along with the permit.

Visitor Parking Vouchers

Visitor parking vouchers can be given to your visitors, scratched off and then used in the same ways as resident permits. Please make sure you always read the terms and conditions clearly on the reverse of the voucher.

Visitor parking vouchers can be purchased online or by post. See the Parking Forms link under Related Information to buy online or download and print off the form below.

Vouchers may be used for up to a maximum of 6 hours a day. You must scratch vouchers correctly in order to validate them.

Voucher availability is limited to a specific number of hours per rolling period starting from your initial purchase, this is detailed in the table below. For example if you purchased your full allocation on 2 April 2008, the next time you would be able to purchase your full allocation would be 3 April 2009 However, if you purchase your allocation at various intervals during the rolling period: e.g. (when entitled to 180 hours) you purchase 90 hours in April and 90 hours in November, the next time you will be able to purchase 90 hours would be a year and a day after your first purchase.

Please note: you will need to provide proof of address by way of a utility bill, passport or driving licence, in order to purchase your visitor vouchers.

The cost is £6 for a book of 20 x 0.5 hours and £18 for a book of 10 x 3 hours.

In addition up to ten all day vouchers are available across 12 months at a cost of £6 each. Please note this does not apply in zones H, TW, U and Z where the restricted hours do not cover the whole day. 

Extra Vouchers for Older or Disabled People

Residents over 60 years of age and anyone who receives Disability Living Allowance (DLA) may purchase twice the allocation of visitor vouchers at a 50% discount. This does not apply to all-day vouchers. You will need to provide proof of age, for example a birth certificate, driving license, passport or freedom pass or proof that you receive DLA to receive the extra vouchers and discount.

Hire Permits and Vouchers

If you hire vehicles regularly and do not wish to use your visitor vouchers, you may purchase a hire car permit and make use of the permit plus voucher scheme. You cannot register on the scheme if you already have a resident permit for any vehicle you own.

An annual hire car permit costs £10 and registers you on the scheme. This entitles you to purchase vouchers, which also operate in the same way as visitor vouchers and must be displayed in conjunction with the permit. Once you have registered on the scheme, you may purchase up to 300 hours of vouchers.

Vouchers cost £4 for a book of 20 x 0.5 hours and £12 for a book of 10 x 3 hours. Please note that orders for £18 or more will be sent to you by registered post. See the bottom of this page for details on postal applications.

Permission to Park

Permission to park notices are available for builders and contractors working in Islington. They provide all day parking in parking places (resident bays, business bays and pay and display bays) at a cost of £15 a day. This may be for specific streets and proof of works taking place will have to be provided.

Permission to park notices may also be purchased for up to 12 months at the following rates:

  • one month - £300
  • six months - £1,800
  • twelve months - £3,000

Permission to park notices can be purchased online by following the Parking Forms link under Related Information. You will need to enter your personal and vehicle details and your credit card number. You will then be able to immediately print off a permission to park to display on your dashboard.

Doctors' Parking

If you are a general practitioner (GP) with a surgery in Islington, you may apply for a doctors’ permit and a doctors' parking bay.

You need to have a doctors’ bay before you can apply for a permit. If you are successful in your application for a doctors' bay you may apply for a permit using the application form below. Doctors’ bays are only intended to facilitate essential vehicle use relating to health care emergency vehicle use. Doctors’ permits are not for commuter parking.

We usually only allocate one space for each practice but a permit may have more than one vehicle included which enables a practice to provide emergency cover on a rota basis. Bays are allocated at our discretion for the purpose of emergency call outs and we consider the availability of off street parking and on street parking and if the doctors are resident permit holders. There is a charge for this service.

If an application is successful, installation of a doctors’ parking bay can regrettably be a lengthy process as we are required to carry out local consultation and Traffic Management Orders need to be written and advertised before lines and signs can be put in place.

Parking Permits for Schools

Every school in Islington is entitled to apply for parking permits for vehicles being used for school duties (we can't issue permits to facilitate staff commuting though).

Each school can apply for a maximum of three permits and each permit may have up to four registration numbers on it. A schools permit costs £250 a year.

The school’s Head Teacher should apply for permits in writing. The application must explain the reason that the permit is needed. Copies of applicable vehicle registration documents should also be included. If the details are unchanged when renewing the permit, the written application and vehicle documents are not required.
