In summary, the proposals for the site were as follows:
Demolition of all the existing buildings and structures on the site
The erection of a 60,000-seat stadium rising from a landscaped podium
The
podium is above existing ground level and covers some three-quarters of the
site. It is linked (by steps and a ramp) to a lower level pedestrian plaza
adjacent to the Hornsey Road/Benwell Road junction. Under the podium and
within the stadium building itself are a range of facilities, including
restaurants, cafeterias and bars; function rooms; a shop (for Arsenal Football
Club); parking for 600 vehicles (of which 100 spaces would be for disabled
people); coaches and outside broadcast vehicles; a press centre cum community
education facility and a commercial food production business. Vehicular access
is via ramps from the re-aligned Queensland Road and Hornsey Road.
Bridges
The erection of one pedestrian bridge, capable of
providing emergency vehicle access, across the Moorgate to Finsbury Park
railway tracks, linking the podium with Drayton Park near to Drayton Park
station; and a second pedestrian bridge crossing the same railway tracks and
linking the podium with the northern part of Drayton Park, the descent to
Drayton Park being via steps with that portion of the bridge included in a
building with an A1 shop/ticket collection point and cycle parking.
Northern Triangle building
The erection of a multi-purpose
building located on land to the north of the stadium. Rising up to 9 floors
above podium level (with two floors below), it includes the Arsenal Sports and
Community Centre with four 5-aside pitches; provision for retail units and 229
"intermediate" units of housing for which there are no car parking spaces.
Drayton Park
To the west of Drayton Park, between Drayton Park
Station and the northern pedestrian bridge is proposed a series of three to
six storey buildings containing a community health facility and residential
accommodation. Vehicular access is provided off Drayton Park, opposite Aubert
Park, and car and bicycle parking is at basement level. The total amount of
residential accommodation in this portion of the scheme is 255 units for which
there are 130 car parking spaces. Also proposed is the use of land to the
immediate south of the southernmost bridge as open space and, to the north,
the extension of Gillespie Park.
Queensland Road buildings
In this area, a new roadway is to be
built, in approximately the present position of Queensland Road. To its north
of the new road is a multi-purpose building comprising of business, retail and
commercial space as well as Arsenal's museum. Four 11 to 14 storey tower
blocks are proposed immediately south of the new stadium. The total amount of
residential accommodation in this portion of the scheme is 175 units for which
there are 137 car parking spaces. At ground and podium levels, there will be a
range of business and retail units. To its south is a long serpentine-shaped
four storey building, comprising of retail and business accommodation plus a
community health facility at ground floor level with residential flats above.
Car and bicycle parking is provided at the basement level (accessed from the
new access road at the northern portion). The total number amount of
residential accommodation in this portion of the scheme is 113 units for which
there are 58 car parking spaces.
Plaza Building
The erection of a multi-purpose 9 storey
building sited adjacent to the plaza and partially bordered by the main access
ramp to the podium. It has ancillary accommodation and parking in the
basement; reception at plaza level; retail uses at podium level and Arsenal's
corporate offices on upper floors.
Please note the description of the development as set out above was approved in May 2002. There have been some amendments which can be found in subsequent applications.
