The Arsenal redevelopment

In 1998/99, Arsenal FC began to explore possibilities to increase their capacity from the existing 38,500 at Highbury Stadium.

The possibilities included additional development at Highbury; a new stadium at Kings Cross or Finsbury Park, or moving to Wembley.

Arsenal first approached the council over the Ashburton Grove site in the summer of 1999 and planning briefs were agreed for the site in 2000. The first planning applications were submitted in November 2000.

The council resolved to grant planning permission and listed building consent for the developments at a full council meeting on 10 December 2001. The formal decision notices were issued on 30 May 2002.

The Arsenal redevelopment relates to three sites:

  • Ashburton Grove
  • Highbury Stadium
  • Lough Road

The decisions were issued subject to a Section 106 agreement to secure community benefits.
