Destitute A8/A2 Migrants and Access to Public Funds, Norwegian Church, Cardiff Bay, 8 July 2009

This conference was co-hosted by the NRPF Network and the British Red Cross and aimed to:

  • explore issues and solutions to the problems facing destitute A8 and A2 migrants who have limited or no recourse to public funds (NRPF)
  • discuss good practice in assessing and supporting A8 and A2 migrants who have NRPF
  • promote cooperation and understanding between local authorities, the voluntary sector and central government

Speakers included:

  • Olvia Fellas, Chair of the NRPF Network and Head of Equalities, Refugee and Migrant Service, Islington Council

An Event to Explore the Development of a Regional NRPF Network in the East Midlands, Melton Mowbray, Leicestershire, 2 July 2009

The NRPF Network organised this event in partnership with the East Midlands Strategic Migration Partnership to explore the following issues:

  • What are the key NRPF issues in the region and is there a need for a regional NRPF Network?
  • Which NRPF clients are local authorities supporting/being referred to their services, and how many are there?
  • Is there a need for regional policies and protocols for NRPF?
  • What might be the best structure for a regional NRPF Network and who should be involved?

Events to Explore the Development of Regional NRPF Networks in Wales, the South East of England and the South West of England

The NRPF Network organised a series of events in partnership with the Regional Strategic Migration Partnerships to explore the development of regional NRPF Networks in Wales (26 March), the South West (31 March) and the South East of England (24 April).

Regional networks provide front-line practitioners with the opportunity to share information and good practice on NRPF. Regional network meetings also provide opportunities to discuss specific cases.

Currently, there are regional networks in London, the West Midlands, Yorkshire and Humberside, and the East of England. The regional groups meet quarterly and generally comprise local authority representatives, representatives from central government (mainly UKBA) and the IOM. Regional network meetings are coordinated by members of the National NRPF Network steering group.

Issues explored at the events:

  • What are the key NRPF issues in the region and is there a need for a regional NRPF Network?
  • Which NRPF clients are local authorities supporting/being referred to their services, and how many are there?
  • Is there a need for regional policies and protocols for NRPF?
  • What might be the best structure for a regional NRPF Network and who should be involved

Domestic Violence and No Recourse to Public Funds - Leeds Civic Hall, 7th October 2008

This event focused on issues relating to victims of domestic violence who have no recourse to public funds. In particular, the event considered the future of retrospective funding and good practice in assessing and supporting victims of domestic violence.

Families with Children who have No Recourse to Public Funds, Birmingham and Midland Institute, 1 July 2008

This event was co-hosted by the NRPF Network and the British Red Cross and aimed to:

  • stimulate discussion on the issues relating to supporting families with children who have no recourse to public funds (NRPF)

  • consider eligibility for services, barriers to accessing and providing local authority assistance and complex cases, including the limitations placed on local authorities by immigration legislation and child safeguarding duties

  • promote cooperation between local authorities, the voluntary sector and central government

Support for People with No Recourse to Public Funds, Business Resource Centre, Holloway, London, 4 July 2007

This event was co-hosted by the NRPF Network and the British Red Cross and aimed to:

  • improve outcomes for those who are destitute with no recourse to public funds
  • generate, between central government, local authorities and the voluntary sector, dialogue on the fundamental issues of welfare and care that arise
  • through understanding and example, to assist in improving working relationships between local authorities and the voluntary sector in respect of destitute persons from abroad who have no recourse to public funds
