Welcome to the webpages of the NRPF Network, a network of local authorities focusing on the statutory response to people with care needs who have no recourse to public funds (NRPF).
No recourse to public funds (NRPF) refers to people who are subject to immigration control and have no entitlement to welfare benefits, UK Border Agency support or public housing. However, social services departments may have a duty to provide services (including accommodation) to people with NRPF who meet thresholds for support under community care or human rights legislation.
Operating under the auspices of the Association of Directors of Adult Social Services (ADASS) and the Association of Directors of Children's Services (ADCS) Asylum Taskforce, the NRPF Network supports and represents local authorities on issues relating to NRPF. The Network is hosted by Islington Council.

The Network is committed to working in partnership with other agencies, including government departments and the voluntary and community sector, to find solutions to the issues that arise with NRPF.
A number of regional NRPF Networks operate across the UK. The regional NRPF Networks provide the opportunity for practitioners to meet and share information and good practice around NRPF issues. The NRPF Network is open to all local authorities and their representative bodies. Other statutory and voluntary sector organisations with an interest in the statutory response to NRPF are invited to participate in and contribute to the Network.
