Islington Council has a specialist team working with destitute people from abroad who have no recourse to public funds (NRPF).
NRPF means someone who is subject to immigration control who has no entitlement to welfare benefits, to Home Office asylum support for asylum seekers, or to public housing.
The NRPF Team advise these people on their personal circumstances and seek to find a solution to their destitution. In limited circumstances the council provide care services, including accommodation and financial support.
Accessing Support from the NRPF Team
The NRPF team works in partnership with all community care and mental health teams in Islington. In addition, it works with the Primary Care Trust (PCT), welfare benefits, and other outreach and specialist services. Contact can be made through these services or directly with the NRPF team.
The NRPF Network
Islington has developed an NRPF network, which has been established under the auspices of the Association of Directors of Social Services (ADSS). The network focuses on the statutory response to destitute people from abroad who have no recourse to public funds.
