Emergency Planning and Business Continuity Unit

The Civil Contingencies Act came into force in 2004 in response to a number of high profile incidents, including flooding, foot and mouth and the national fuel crisis. The Act placed a number of duties on local authorities, which became ‘category 1 responders’ in line with the status of the ‘blue light’ emergency services. This means councils must provide greater support during the response to an incident and take the lead in returning the area back to normal.

The council’s emergency planning and business continuity unit is responsible for co-ordinating the council’s response to external and internal incidents.

Civil Contingencies Act 2004 (CCA)

This legislation placed the following duties on local authorities:

  • Emergency planning

  • Risk assessment

  • Council business continuity planning

  • To warn and inform the public

  • Provision of business continuity advice and information to commercial bodies

  • Co-operation

  • Information sharing

Islington is part of the North Central Resilience Forum, which has assessed the risks as required by the Civil Contingency Act.
