Fixed Penalty Notices

Over recent years, residents have stated loud and clear that they want cleaner streets. Up to now, enforcement officers have focused on educating and encouraging responsible behaviour and have given away over 10,000 portable ashtrays and 2,500 dog fouling bags.

The vast majority of people agree on what is the right thing to do. Islington has over 2,200 litter bins where people can throw litter, cigarette butts and dog mess, so a litter bin is never far away.

Officers will now tackle the small minority of irresponsible people who continue to drop their litter in the street or don’t clean up after their dogs. Offenders face an £80 penalty and could end up in court.

Offences for Fixed Penalty Notices

Depositing litter (CN1)

Issued when rubbish or litter, including smoking related litter, are deposited on any land in the borough and left there.

Unauthorised distribution of free printed matter on designated land (CN2)

Issued when free printed material is distributed without consent or outside the terms of agreement on designated land.

Failure to comply with a dog control order (CN3)

Issued when any applicable dog control offence is committed with a designated dog control area.

Graffiti and fly posting (CN4)

Issued when an offence is committed under any specific legislation that makes graffiti and fly posting illegal.

Failure to comply with a Street Litter Control Notice or a Litter Clearing Notice (CN7)

Issued after a street litter control or clearing notice has been served and any of the items have not been complied with.

Failure to comply with a waste receptacle notice (CN9)

Issued after a waste receptacle notice has been served and any of the items have not been complied with.

Failure to produce documentation (Waste Carrier's Licence) (CN11)

Issued after a request for the production of current documentation has not been complied with within the timescale and manner prescribed.

Failure to produce authority (waste transfer notes) (CN12)

Issued after a request for the production of current documentation has not been complied with thin the timescale and manner prescribed.
