In 1997 the Government produced a National Air Quality Strategy (NAQS) with the aim of reducing air pollution to levels that do not cause a risk to human health. The NAQS requires all local authorities to undertake a stage by stage process of reviewing and assessing air quality in their areas against set objectives for seven pollutants. Where it is unlikely that one or more of the objectives will be met, the local authority must declare an Air Quality Management Area (AQMA). The local authority must then carry out a further review and assessment of air quality and produce an action plan to describe the steps to be taken to meet the air quality objectives.

In August 2000, Islington Council completed its third stage review. The review
showed that despite an expected steady improvement of air quality in Islington
over the following years, the objectives for two pollutants, nitrogen dioxide
(NO2) and particles (PM10) are not likely to be achieved. As a consequence the
council declared an Air Quality Management Area across a large part of the
borough on 19 January 2001.
The Further Assessment of Air Quality in Islington was completed in April 2003. The main purpose of this further assessment of air quality is to allow the council to supplement the information that was gathered in earlier reviews and assessments of air quality and to provide the technical justification for the measures included in Islington Council's Air Quality Action Plan.
Islington's Air Quality Management Area was increased to cover the whole borough as a result of the findings in the Further Assessment of Air Quality in Islington.
