In Islington, the key policy documents guiding when and how the council will seek planning gain from developers, are the Unitary Development Plan (UDP). The council has developed a number of Area Strategies for community benefits. These documents provide guidance on what types of obligations the council will seek for particular types of developments in different areas of the borough.

The planning system in the UK is currently undergoing changes. The new Planning Obligations Circular May 2005 is the start of many changes to the planning obligations system, which will lead to the introduction of new method and a more formalised process. This should result in a more open, clearer and more consistent approach to planning obligations.
Islington has been at the forefront of many of these changes and are hoping to introduce clear procedures in the later part of the year. This will be followed by public consultation on our Supplementary Planning Documents on planning obligations.
