The Packington Estate Planning Brief was adopted on 12 January 2004 after consultation with local residents, businesses, users of the local parks and users of the canal. A planning brief is a document that sets out a vision for future development. It informs the community and potential developers about the Council’s planning polices and objectives for regeneration.

The planning brief proposes that the Packington Estate is redeveloped to provide good quality, sustainable housing for social renting with an element of housing for sale, as well as improved community facilities to support the needs of local people. It also covers the following issues:

  • future land uses
  • the location of any roads
  • the location of new buildings and their height
  • existing and proposed trees
  • existing and future play areas, shared open spaces and parks
  • parking.

Masterplan

The Council with Packington Residents Representatives appointed Masterplanners (Hunter & Partners) who then used the brief to produce a Masterplan in May 2005. The Masterplan shows one option for the redevelopment of the Packington Estate.

This Masterplan helped the Council select a partner for the redevelopment and formed the basis for developing the proposals for the new homes to be built here. It will also be an important document in deciding any planning applications that are submitted.

Selection of a development partner

Forty-four invitations to tender were sent out and a total of nine housing associations submitted an expression of interest. From this a short list of three associations was produced who were then asked to develop more detailed proposals on how they would take the project forward.

After a wide ranging consultation process that included substantial input from tenants and leaseholders, Hyde Housing Association was chosen in December 2005. It was felt that the Hyde scheme successfully met the majority of the requirements and offered the best opportunity to realise the aspirations of Packington residents for the future of the estate.

What are the next steps?
