Archway Development Framework

The Archway Development Framework was adopted as a supplementary planning document (SPD) by the council’s Executive on the 13 September 2007. It now forms part of Local Development Framework (LDF). The LDF is a set of planning documents that the council is developing. Until the Local Development Framework is complete, most of the policies in the existing Unitary Development Plan (UDP) will remain in place. Any person aggrieved by the SPD may apply to the High Court for permission to apply for judicial review of the decision to adopt the SPD; and any such application for leave must be made promptly and in any event not later than 3 months after the date on which the SPD was adopted, (Statutory Instrument 2004 No. 2204 of the Town and Country Planning (Local Development) (England) Regulations 2004).

Hard copies of the Islington Archway Development Framework and the Consultation Statement are available to view at the council’s offices at 222 Upper Street as well as all local libraries.


Background

The regeneration of the Archway area is a long-held desire of both local residents and Islington Council. In 1998 a planning brief was prepared to stimulate interest in improving the area but to date no major change has been implemented.

In March 2005 the council decided that new planning guidance was needed, and has therefore adopted a Supplementary Planning Document (SPD) for Archway. This provides a framework for the regeneration of the area and will guide future decisions on any planning applications for the Archway area.

Before preparing the SPD the council carried out a series of consultation events. These were held in November / December 2005, June/ July 2006 and on a draft SPD in January 2007. The purpose of the SPD is to identify how key principles for the regeneration of Archway could be delivered in built form. The SPD sets out:

  • the national, regional and local planning policy for archway

  • the mix of uses, including mix of retail units

  • potential development parcels

  • the maximum height and scale of new development

  • the potential location for a public space (heart space)

  • how pedestrian routes could be improved

  • how improved links to the ‘island’ site could be achieved

  • the potential to retain and enhance the existing community facilities


In addition to the SPD we have also produced a sustainability appraisal of the policies it contains this is available on request from the Planning Policy and Projects Team.
