Islington's King's Cross Team was established in March 2003 to further the regeneration work that had been going on in the area for many years, and was based in the council's planning section. The team was disbanded at the end of 2005. The main outputs of the team were the Kings Cross Neighbourhood Framework Document and the Community Engagement Statement and Local Context Appraisal which supports this document.
This document sets out the various ways in which the local communities were involved in the process of writing up Neighbourhood Action Plans. It includes a "Community Contract" that clearly states what local communities can expect and what is expected of them in the engagement process. It was felt vital that the community was engaged from the beginning of the project.

The purpose of the Local Context Appraisal (LCA) was:
Provide a snapshot of the King's Cross Regeneration Area through the needs and opportunities there.
Encourage a 'joined-up' approach to efforts for regenerating the area. This is reflected in the work of organisations, including the North King's Cross Neighbourhood Management team, the King's Cross Community Development Trust and the Islington Primary Care Trust.
The priorities are explained further in the area action plans below. The plans identify how and where planning, development and Section 106 opportunities could help to address local needs, improve service provision and assist in delivering a joined up approach to service delivery.

The Neighbourhood Framework Document is the most important part of the work of the King's Cross Team. This document comprises nine Neighbourhood Action Plans. These are detailed plans for the area neighbouring King's Cross. The Neighbourhood Action Plans are designed to identify opportunities for improvement and change in each area, which will directly benefit the communities there. Each Neighbourhood Action Plan lists a number of projects for the area, both large and small, which will inform future planning decisions for the area.
