Currently, the Highbury Corner area and Highbury and Islington Station do not reflect the area's importance as a gateway within the borough and a major transportation hub.

The Planning Framework


A planning framework has been prepared that aims to encourage improvements in the area in line with the council's "One Islington" policy and the A1 Borough Strategy, visit under related information.

A planning framework is a document that sets out a vision for future development. It provides detailed guidance for development sites and will be an important document in deciding any planning applications that are submitted.

The planning framework examines:

  • The long-term aspiration to remove the one way gyratory system that operates around the Highbury Corner central island
  • Improving the transport interchange
  • The redevelopment of Highbury and Islington Station and other key sites around the Highbury Corner area
  • The existing and future public access to the central island area, and
  • Improving the pedestrian environment.

Consultation


Consultation on the draft planning framework was carried out during April, May and June 2004. The level of public interest in the proposals within the draft planning framework was significant with 470 written responses received from individuals, local groups, national groups and local landowners. Approximately 24 members of the public attended the public workshop on 29 April. Approximately 30 verbal responses were received at the public exhibition. Comments were also received at the Transport Liaison Group and the Access Group meeting, both on 6 May, and Area Committee meetings held in April.

The draft planning framework was then amended and the final document was adopted by the Council Executive on 15 July.

Unfortunately none of the development sites, or the roads themselves are in Council ownership. We are therefore working closely with Transport for London, London Underground, Network Rail and other site owners to discuss potential for improvements or development on their land and roads. These improvements are also being explored as part of the A1 Borough Strategy.
