Building Notice application is normally used for work carried out in domestic properties. You do not have to submit detailed plans, the work is inspected on site. Because there are no plans, work is not checked before it is carried out. However, we may ask for plans and details while the work is being carried out to assist us.
If you would like your plans checked and approved before work commences, you may choose to use the full plans application route.
An application should include the BC1 application form fully completed, and the appropriate Building Notice regulation fee, payable at the time of submission.
You cannot use the building notice procedure if the proposed work is on a building which is an office, shop, railway premises, factory, hotel, boarding house and all places of work. This is because they are covered by the Fire Precautions Act 1971 and the Fire Precautions (Workplace) Regulations 1997and have to consult with the fire authority by law. The application to use is Full Plans application.
As long as the work is carried out in accordance with the Building Regulations and all the relevant inspections find the work is of a satisfactory standard, you get a completion certificate at the end of the work.

Full Plans application must be used for work carried out on a building which is an office, shop, railway premises, factory, hotel, boarding house and all places of work, and if desired, for domestic use. A detailed account of the proposed work needs to be submitted in plans.
Full plans applications should include the BC2 application form fully completed, the appropriate fee payable at the time of submission, and detailed drawings (usually 1:50) including floor plans, typical sections and elevations of the proposed work. Boundaries and drainage layouts should also be shown. Full written specifications should be included.
Our surveyor will check plans, if the work shown on the plans meets the regulations, we will give you an approval notice. If your proposals do not meet the regulations, we will try to give you the chance to amend the plans.
We have statutory obligation to process full plans applications within five weeks (two months if we have your agreement). If we do not receive any necessary amendments within this period, we may have to issue a rejection notice. It will then be necessary to re-submit plans if we have rejected them, and there will be no additional fee if the project details remain generally unaltered. An approval notice is valid for three years from the date we approve the plans.

You can begin work at any time after you have submitted building notice as long as you give 2 working days notice.
In the case of a full plans application, it is advisable to wait until you have received a decision before you commence work.
The person carrying out building work (you or your builder if you have one) must tell us when you have completed the following stages , so that we can inspect the work:
In order to provide the best possible service our surveyor may ask you to tell them when you reach additional stages.
We will carry out inspections as requested or necessary. If you ask us before 10am we can usually do the inspection on the same day.
If unauthorised building work has been carried out, you may be able to get retrospective approval by making a regularisation application. This is only possible for works carried out since January 6, 1986.

This application applies where works have commenced or have been completed since January 6 1986 and the council has not received a building notice or full plans application. The owner or agent on behalf of the owner may seek to regularise the unauthorized works by applying for a certificate of regularisation. This is dependant on the site works being exposed for inspection and may involve sampling and testing of materials used. Detailed plans and structural calculations may be requested. Regularisation fee must be submitted at time of application.
