In June 1999, the council's education committee agreed to contract out educational services through a single, across-the-board school improvement contract.
The contract was awarded to CEA@Islington, part of Cambridge Education Ltd. It commenced in April 2000 and was renewed in April 2006 for a further five years. It covers provision of advice, support, literacy and numeracy development, support and training for school governors and assessment of special educational needs.
The contract contains a range of termly and annual targets that CEA@Islington must meet. CEA@Islington receives a fixed management fee for delivery of the contract. Performance bonuses are paid if the targets in the contract are met. CEA@Islington provides an annual report and termly updates on performance against the contract. Islington Local Education Authority was inspected by OfSTED in 2001, and Children’s Services, of which CEA@Islington are a part, are being inspected in November 2006.

As part of the contract, CEA@Islington carries out a number of statutory duties on behalf of the council. This includes production of an annual School Organisation Plan and Education Development Plan.
