Moreland Primary School and adjoining sites on the King Square Estate

A public consultation for the draft planning brief for Moreland Primary School and adjoining sites on the King Square Estate is being held between Monday 6 February and Friday 16 March 2012.

The Council wants to improve Moreland Primary School, the Children's Centre and public spaces around the school and the King Square Estate. The Council also wants to meet the pressing need for new homes in the area, particularly affordable homes and homes suitable for families.

The Council has prepared a draft planning brief to guide the rebuilding of Moreland Primary School and other changes which could be made to improve the northern part of the King Square Estate. We would like your views on the draft planning brief.

Planning briefs play an important role in helping to shape how an area could be developed and what benefits the development should bring to the local community. It will be used to guide decisions on future planning applications for the area.

The draft planning brief supplements the Finsbury Local Plan (Area Action Plan for Bunhill and Clerkenwell) which also provides planning guidance for the area.

Our objectives for any future development of the Moreland Primary School and King Square Estate area include to:

 

  • Rebuild Moreland Primary School and the associated children's centre to provide up to date educational facilities together with high quality playground space and a new multi use games area
  • Develop part of the Moreland Primary School site and the adjoining sites to provide new homes, particularly affordable homes and homes suitable for families
  • Ensure that new buildings and new public spaces are designed to a high standard which positively contributes towards the character of the area
    Improve the streets and public spaces in the northern part of the King Square Estate to provide safer and more attractive walking connections to the surrounding neighbourhoods

Disposals or changes in use of school playing fields

The Council must consult separately on any plan that requires the disposal or change of use of school playing fields.

 

Moreland Primary School will reduce its intake from two forms per year to one form per year and will therefore require less space. This will leave some extra space that could be developed to build housing that will help pay for the new school and provide much needed new homes.

Therefore the Council intends to declare part of the Moreland Primary School site surplus to educational requirements, and is consulting on this proposal from Monday 6 February to Tuesday 8 May 2012.

The consultation results will be published here later this year.

The Council's Executive will be asked to consider the public consultation feedback and adopt the planning brief on Tuesday 15 May 2012.

Target Groups

The target audience for the public consultation includes: The school community including pupils, parents, teachers, governors, school support staff, children's centre staff and users; Local residents; Tenants Residents Associations (TRAs); Local businesses; Local organisations; Adjoining Land owners; Interested parties, including statutory bodies (such as the Greater London Authority, Transport for London and the emergency services); and The Finsbury Ward Partnership.  

Consultation Methods

Consultation Methods Text: Copies of the leaflets that will be used to notify interested parties of public consultation on the draft planning brief will be delivered to Ward Councillors and the relevant Executive Members prior to the commencement of the public consultation period. Before the consultation period begins, a meeting will be organised with the school governors and the TRAs. At the commencement of the public consultation period, the leaflet will be: Provided to the school for distribution to the school community; Delivered by the Council to properties located in the catchment area shown in Appendix A below (the catchment area falls entirely within the Bunhill ward); Emailed or posted to local organisations and other people that have asked to be kept informed; and Posted on the Council's website.
