The council sought a view on "should the cost of a residents parking permit depend on how much the car pollutes". Every resident aged 17 years of age who was on the electoral register was sent a ballot paper and a leaflet explaining the issue and setting out some of the arguments for and against the proposition.
All residents aged 17 or over who were on the electoral register were able to vote in the referendum.
