The Greater London Authority (GLA), is a separate entity from the 32 borough councils which govern the capital. The GLA is directly elected organisation, with a Mayor, Boris Johnson, and an assembly.
The GLA looks at the capital as a whole, and targets specific areas such as transport and police, with which to implement city wide initiatives.
